Position Title:Compensation and Benefits Manager

Responsibilities:

Plans, directs, supervises, and coordinates work activities of assigned staff relating to total rewards activities including salary administration, job analysis, salary surveys, health insurance, and life insurance.  Ensures programs are within established guidelines for all state and Federal laws.  Develops, evaluates and recommends salary administration programs, policies, and procedures to maintain internal equity and external competitiveness.  Reviews, analyzes and interprets complex salary data and job duties to provide recommendations regarding classification of positions.  Conducts and participates in salary and wage surveys.  Evaluates published salary survey data and performs statistical analysis.  Recommends pay ranges and salary structures based on identified market positions.  Measures the impacts of wage and salary programs and identifies key elements in estimating costs.  Establishes objectives for evaluating salary programs and policies, job descriptions, job pricing, and other administrative procedures.  Reviews all new positions and assigns pay range based on the classification of other comparable positions and applicable labor market.  Researches benefit plan performance including medical and prescription claims and comparable outside plans.   Identifies, recommends and implements changes to benefits programs to increase the quality of life for employees and to comply with changes in applicable laws by working with third party administrator, pharmacy benefits manager and insurance consultant.  Analyze statistical data and reports to identify and determine causes of compensation and benefits issues and develops recommendations for improvement of organization's personnel policies, processes and practice.  Reviews applicable bills during legislative session, analyzes anticipated financial and program impact to the Department, and provides recommendation to management regarding Department position on legislation.  Evaluates and maintains integrity of Human Resources Information Systems (HRIS).  Supervises assigned staff.  Performs other duties as required or assigned.

Qualifications:

Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Public Administration, or applicable field of study and at least seven (7) years of progressively responsible compensation and/or benefits experience with emphasis in job evaluation, salary and benefits design/administration and compensation theory with three (3) or more years in a supervisory and/or administrative capacity; or an equivalent combination of education and experience.
