The Opioids/Heroin Crisis: What's an Employer to Do?

Jason J. Grellner, Mercy Hospital Washington

Opioid/heroin use is a growing concern in the workplace. Beyond the personal impact of opioid use disorder (OUD), an employee's use or employee's family member's use can result in ramifications in the workplace. To find the right solutions to this epidemic, we will need to reconsider our view of drug use and stigma, to learn how to support those dealing with OUD, and to understand what are the long-term impacts to the workforce. Those impacted by addictions are of all ages, professions, and social-economic backgrounds. It is highly probable that every employer has an employee dealing with addiction either personally or with a family member. Our speakers will share information that employers need to consider, including updates to company policies and programs to support those dealing with OUD.

Learning Objectives:
  • Learn how opioid use impacts employers - safety, absenteeism/presenteeism, healthcare costs, ADA, etc.
  • Impact of company policies - drug testing, leave, job qualifications, performance, prevention, recovery, etc.
  • How should employers handle situations
About Our Speakers
Dr. John Gaal is the Director of Training and Workforce Development for the St. Louis-Kansas City Carpenters Regional Council. As a labor representative, he currently serves on the St. Louis County Workforce Development Board, Missouri Workforce Development Board, International Foundation of Employee Benefit Plans' Board of Directors (Chair, Committee on Aprenticeship, Training & Education), National Skills Coalition's Leadership Council, and US-DOL's ApprenticeshipUSA LEADERs. Within the past decade, he completed terms of service on the US DOL's Federal Advisory Committee on Apprenticeship, Internation Vocational Education and Training Association's Board of Directors, Association of Skilled and Technical Sciences' President, SkillsUSA's Board of Directors, Association for Career and Technical Education's Board of Directors, and Board of Education of the St. Louis (AGC) Construction Careers Center Charter High School.

Dr. Gaal received the Missouri Trade and Technical Outstanding Leadership Award in 2004, the Missouri NEA's Horace Mann Award in 2007, the NAACP's Labor Diversity Advocate Award in 2007, the St. Louis Council of Construction Consumers 2008 Diversity Champion Award, the US Labor & Employment Relations Association's 2014 Lifetime Achievement Award, the 2015 Outstanding Leader in TVET Award, and the 2016 SLCC Dick Mantia Labor Award.

John completed a union apprenticeship in carpentry over 30 years ago and has since earned an associate's degree in construction management, a bachelor's degree in architecture, master's degree in international business, and a doctorate in organizational leadership. In addition, he completed post-doctoral programs at Harvard University (Trade Union Leadership: 2009) and University of Florida (Marketing & Management: 2014). John was honored with two Fulbright (Specialist) Scholarships in Labor and Industrial Relations (Tokya, Japan: 2010 and Toronto, Canada: 2015). He has published numerous articles on issues related to workforce development...including the impact the opioids crisis has had on the construction industry. Dr. Gaal has been married for 34 years, has four children, and is in his 22nd year as an adjunct professor at Webster University.

Nicole Browning is the clinical director at the NCADA. She has been working in the substance use treatment field since 2006 where she earned her master's degree in professional counseling from Lindenwood University. She has provided individual and group counseling at the outpatient, intensive outpatient, and inpatient level. She has also helped create a diversion program for youth and provided treatment in a recovery school. For five years, Ms. Browning worked in a drop-in center providing services to at-risk youth. Most recently, Ms. Browning joined the MO-HOPE (Missouri Opioid-Heroin Overdose Prevention and Education) Project aimed at reducing opioid overdose deaths in Missouri through expanded access to naloxone, overdose education, prevention, public awareness, assessment and referral to treatment for those at risk of experiencing or witnessing an overdose event. Ms. Browning has trained emergency responders, social service agencies, medical professionals and members of the general public on the opioid epidemic, substance use disorder, how to access naloxone and respond to an opioid overdose. She also provides assessments and referrals for NCADA clients, and supervises the counseling department.

Jason Grellner is the Manager of Public Safety, Emergency Management, and Communications as Mercy Hospital Washington in Washington, MO. Before joining Mercy Hospital Washington in 2017, he served on the Franklin County Sherriff's Office Narcotics Division since 1997 and has been in law enforcement since 1992. Mr. Grellner has his BA Sociology (Criminology) with Minors in Administration of Justice and Criminal Psychology from the University of Missouri-St. Louis and has received many awards including: Eastern District Missouri US Attorney's Office's Outstanding Investigator Award, the Director's Award from the President's Office of National Drug Control Policy, the Outstanding Narcotics Investigator Award from the United States Senate, the Alumni Award from the National Council on Alcoholism and Drug Abuse, the National Methamphetamine and Prescription Drugs Initiative National Impact Award 2010, and the ACT Missouri/Missouri Division of Behavioral Health 2013 Champion of Prevention Award.
