Director of Human Resources
As a member of the senior management team and under general supervision of the Executive Director, responsible for the management and coordination of all Human Resource and related activities of the District.

 Examples of Duties:
Essential Functions:
Provides leadership and manages the daily operations of the HR Department; directs, develops and motivates staff to meet objectives that assist in achieving the District's Strategic Business Plan. Manage, direct, and implement strategies and objectives to meet the goals of the Human Resources Department and the District; through a management team directs human resource activities including, recruitment, employee development, benefit programs, payroll and risk management; serves as a strategic partner with other directors to assure that each department effectively utilizes its human capital;  formulates human resources policies in compliance with Civil Service Rules and Regulations and applicable Federal and State Laws; fosters and recommends employees relations practices necessary to establish a positive employer-employee relationship and promote employee morale; protects interest of the District and it's employees in accordance with human resources policies and governmental laws and regulations; reviews employee appeals through civil service and other complaint procedures; directs organizational planning that affects job design, compensation, succession planning and staff forecasting for the District; monitor and manage the department budget to assure efficient use of District funds; participates in strategic planning for the entire District, offering a human resource perspective to the process; keeps Executive Director informed of significant problems that jeopardize the achievement of District objectives.

Additional Responsibilities:
Serve as Secretary of Civil Service Commission; perform related duties as required or delegated by the Executive Director.

Minimum Qualifications:
Training and Experience:
Bachelor's degree from an accredited college or university, with major coursework in Human Resources or Business Administration, or related field and ten years of progressively responsible experience in human resources administration with at least five years of management or supervisory experience.

Desirable Knowledge, Skills, and Abilities:
Extensive skills in leading, motivating and communicating with a organization of over 900 employees; extensive skill in driving for excellent performance through planning and directing the work of others; extensive skill in maintaining effective working relationships District personnel, other stakeholders and the general public; considerable skill in both prepared and extemporaneous public speaking on District matters; extensive knowledge of human resources administration; considerable knowledge of EEO regulations and other related legal requirements; considerable knowledge of Civil Service Rules and Regulations; considerable knowledge of wage and salary administration; considerable knowledge of employee group benefits administration; considerable knowledge of job analysis techniques; considerable knowledge of payroll, thorough knowledge of risk management programs related to employees safety and corporate insurance; considerable skill in planning and administering personnel programs; considerable skill in expressing ideas clearly and concisely in both oral and written form; considerable skill in dealing with union activities; considerable skill in analyzing problems and developing appropriate recommendations.


 Additional Information:
Must possess a valid driver's license issued by the state in which employee resides.

Alcohol Testing Regulations.
