Position Information

Responsible for managing the day-to-day operations of the Human Resources Department, including administration of the City’s employee recruitment program, benefits administration, and interpretation of federal and state law compliance.  Assists Safety Manager in managing various insurance programs, including workers’ compensation and general liability.
Ensures that employee recruitment is conducted in accordance with federal and state laws.  Assists in the administration of the City’s Personnel Rules and Regulations.  Investigates and handles all human resources complaints.  Prepares reports and develops and conducts annual training for managers and employees on various topics such as discrimination, disability accommodation, sexual harassment, and the Family Medical Leave Act (FMLA).  Ensures that all federal, state, and local employment laws and regulations are complied with, such as Title VII, ADEA, ADA, MHRA, FLSA, FMLA, and state unemployment and workers’ compensation laws.  Oversees the duties of the HR Department’s Administrative Assistant.

Requirements Requirements:
Considerable knowledge of human resources principles, best practices, and functions of effective human resources management.  Extensive knowledge of federal and state employment laws that regulate HR functional areas including position classification and compensation, employee recruitment and selection, benefits, training and development, and labor relations.  Excellent verbal and written communication skills with the ability to interact effectively with other City employees and the public.  Ability to resolve complex employee issues in a constructive manner applying rules, regulations, labor agreements, and state and federal laws.  Ability to learn and use a variety of computer applications to manage information.
Requires a Bachelor’s degree in Human Resource Management, Public Administration, or a closely related field, and 10 years Human Resources-related experience, including three years of leadership experience, OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.  A Master’s degree and/or HR certifications are desirable such as SHRM-CP, SHRM-SCP, PHR or SPHR.
